This chapter notes that there is a parallel need to create the social and ‘holding’ infrastructures that are capable of the necessary vertical and lateral integration. Just as the village or neighbourhood can address recycling locally, so they can look at travel and transport issues. Counties and regions are as dependent on their local activities as are the localities on them for providing the social and planning infrastructure, resources, and the wider-scale changes that only they can do, to make more local solutions possible. Essentially, the discussion talks about evolving and interlocking forms of new local governance. It requires local government in particular to see its role as being much bigger than the provider of a range of services; it also requires ways of working, leading, and meeting that mediate and link hierarchies, networks, and markets.
