This chapter talks about the New Right philosophy for the provision of information on welfare entitlements. It studies income support from 1988 and shows that from 1979 the government continued earlier shifts away from social democratic ideals. Although information policy reflected wider political and economic issues, the Conservatives also reflected a fundamental change in political philosophy and values. The chapter determines that while there have been a number of contradictions, information policy has clearly reflected a redefinition of citizenship. This has altered the balance between rights and responsibilities.
