This chapter critically analyses the concepts and discourses related to the European Employment Strategy (EES), which, since its adoption in 1997, has had significant influence on national, regional, and local policies addressing young people's transitions to work. It reconstructs and at the same time deconstructs the process of the ‘Europeanisation’ of transition policies as one that coincides with a more individualising approach towards youth unemployment. Terms such as ‘employability’ or ‘activation’ reflect a shift from a lack of employment opportunities for young people to a ‘deficit’ notion of youth.
