This chapter analyses major trends, general and particular objectives, problems of implementation, and the effectiveness of programmes in eight EU member states. It shows that persistent differences due to the path dependency of national institutions and policies, but also trends of convergence on both practical and ideological levels imposed by the EES process. While trends towards lifelong learning and individualised counselling appear on the surface to reflect the flexibilisation and diversification of transition patterns, the chapter interprets them in terms of underlying differentiated pressure and control of adaptation of the individuals concerned.
