This chapter compares the policy developments of Finland and Sweden. It is argued that any analysis of change in policy models and their outcomes needs to be interpreted in relation to the macro-economic conditions and to labour market developments. The main focus of the analysis is the response to or effects of policy interventions, in combination with economic development and in terms of changes in both parents' employment, unemployment and incomes. It also stresses the need to analyse partnered and lone mothers separately.
