This chapter focuses on the role of the state and the private and the non-profit sectors in four European countries. The delivery of unemployment benefits and the activities that are focused on putting unemployed people back in the labour market are also considered. The discussion presents four main perspectives in terms of the shifts between the roles of the state and the private and the non-profit sectors in welfare governance. It is followed by a short review of the available literature on the private, non-profit, and state sectors. The chapter ends with some conclusions about the shifts in welfare governance, as well as their implications for the administration and implementation of social policies.
