This chapter aims to show how social cohesion and ethnic diversity in large housing estates are interrelated and how urban-governance arrangements can enhance social cohesion. It investigates the problematic issues and the opportunities for creating social cohesion in large housing estates with mixed population compositions. The chapter shows that in ethnically diverse areas, the existing power relationships between ethnic groups are often reproduced in social cohesion and participation, thereby failing to add significantly to social cohesion between ethnic groups.
