This chapter aims to contribute to the further clarification of the relationship between enlargement and the European social model (ESM) through a discussion of welfare state reform and performance in the new member states (NMS). It discusses this relationship from two different perspectives, corresponding to the two major ways of understanding the ESM: the historical acquis perspective and the political project perspective. The first part of the chapter discusses the extent to which the NMS' welfare states resemble and differ from the EU15 welfare states. The next section of this chapter examines to what extent the EU has imposed upon the NMS, in particular, in the run-up to membership, institutional and policy innovations that stem from the ESM. This chapter also reviews the role of the EU in shaping employment policy and labour legislation in the NMS.
