This chapter assesses the distinctive position taken and role played by the European social model (ESM) in the evolution of the welfare state. The first section recalls the main substantial transformations induced by the activation of the welfare state and the individualisation of social benefits. The position of the ESM in this debate is evaluated against the capability for work approach. The second section focuses on processes and regulatory modes mobilised to implement the new pattern of social policies. The distinctiveness, if any, of the ESM is assessed against the capability for voice framework. The third section draws some tentative conclusions concerning the position of the ESM in the general capability framework: to what degree does it focus on resources, capabilities, or functionings?
