This chapter summarizes the main conclusions from the study, and draws out implications for policy, practice, and theory. The findings of this study support the attention being given in current government policy in England to developing the care workforce in children's services, including the need to improve pay and conditions, provide better training and support, and develop an overarching framework for the Children's Workforce. At the same time, the study suggests the need for a more radical re-evaluation of the nature and purpose of care work with ‘vulnerable’ children, and illustrates the complexity of taking forward many of the workforce policy aims.
