This introductory chapter discusses the possibility of a shifting from the current trend in the United Kingdom to a more disciplinary ‘workfare state’. The first section is on the development of a bottom-up approach to evidence-based policy making, followed by a discussion on the background of the research and critique of main employability-based approaches. The SEQUAL research, which was funded by the European Union EQUAL Programme, is introduced. The chapter also includes a brief discussion of the basic structure of the book.
