Second, it examines the potential dangers surrounding participation. It can be misused as well as used. The chapter then links the issue of participation to the theory of social capital, with the latter being analysed in the Hungarian context. The chapter concludes by referring to the concept of social inclusion and the participatory assumptions that are implicit in it.
