This chapter explains how Zapotec and mestizo ejidatarios could both seemingly accept the dominant political party (the Institutional Revolutionary Party) in the mid-1990s, yet also support the anti-government Zapatistas in Chiapas. It presents an analysis of electoral participation by ejidatarios in 1994 and 2000, and summarizes the evidence of weak support for the government, which was further destabilized by 2000.
