This chapter determines what happens when the international community fails to act in the face of an increasing cycle of dehumanization. It examines how Bosnian genocide emerged after the breakup of the former Yugoslavia, and emphasizes that a number of cultural models for interethnic relations existed. This chapter also aims to determine why the international community failed to act during the Bosnian genocide.
