This chapter examines the work of the Blue Shirts Society in the provinces of China. It explains that the earliest deployment of the Blue Shirts in the provinces was the handiwork of Kang Ze, the former assistant head of Chiang Kai-shek's escort office. It highlights He Zhonghan's creation of the propaganda brigades and the extension of the Blue Shirts' influence in north China via the military training system that was established throughout the country for students in senior middle schools and colleges. It also discusses the separation of Fuxingshe and the Special Services Department and the eventual dissolution of the Fuxingshe.
