The first section of this chapter describes the development of a Tibetan resistance group in exile. On the Tibetan exile side, it was not until 1954 that real progress was made in creating a resistance organization in India. An important catalyst for this was the announcement of a new Chinese-India agreement at the end of April in that year. The second section discusses the Sino-Indian treaty on trade and transportation between Tibet and India. Politically, the new agreement's language reinforced India's acceptance of Chinese sovereignty over Tibet.
