It begins by discussing statewide adaptations to Delta water management and then assesses the costs of increasing Delta outflows and estimates the economic value of expanding water management facilities, such as surface storage and conveyance. It also summarizes estimates of the effects of Delta water quality on drinking water treatment costs and on agricultural revenues in the southern Central Valley.
