This chapter looks at the strategic questions of the previous chapters. The relationship between the community-school initiative and those vast arrays of criticism in the Egyptian educational reform endeavor is discussed here. This shows that despite the body of theories used to create the movement, the Egyptian community opted for a chaotic style of reform. Moreover, the situation in Egypt called for a disaggregated and analytical approach of political blocs and groups to create an institutional environment conducive to reform and change.
