This chapter examines the role of the Asiatic Fleet in protecting the Yangtze River delta and Shanghai, the most important maritime gateway to China during the interwar years. The Fleet's ability to preserve Shanghai as a safe sanctuary was tested when a crisis broke out in 1924 over who would control the Kiangnan Arsenal. The warlord of Kiangsu, Marshal Chi Hsieh-yuan claimed that the arsenal, forts, and all of Kiangsu province occupied by Chekiang troops should be restored to Nanking's control.
