This chapter examines the non-violent events that followed the Shanghai Incident. After the incident, there were numerous post-mortems, explanations, and apologies by which the various parties at Shanghai attempted to exonerate themselves, sometimes at the expense of others. The Chinese protested that the International Settlement was being used by the Japanese as a base of operations against China while the Japanese claimed that they were protecting the settlement. This chapter discusses the statement given by Municipal Council chairman Stirling Fessenden concerning the neutrality of the settlement.
