It proposes a specific model for understanding the dynamics of inter-Arab relations and shifting Arab alliances, positioned against the broader context of what is too often a Western-centric literature on alliances and international relations. It suggests that alliances and alignments are best seen as transnational support coalitions between ruling regimes, rather than as combinations of states allying together as unitary rational actors.
