This chapter examines the president's efforts to clean up corruption and to rebuild civic institutions in support of democracy and human rights, important goals of the Toledo administration. The continuing influence of Fujimori and Montesinos on Peruvian politics, together with the widespread political scandals and repeated corruption charges that dogged Toledo and his administration, are central components of this chapter. This chapter also examines the controversial process of decentralization, a key component of Toledo's development strategy: Was decentralization successful in moving authority and responsibility to lower levels of government, and what were the consequences for growth and development?
