This chapter evaluates the human-capital development and social service policies of the Toledo administration in core policy areas such as education, health care, and housing—building blocks for the president's development chain. Among other programs, this chapter looks at Project Huascarán (Proyecto Huascarán), charged with improving the quality of education in primary and secondary schools; the Seguro Integral de Salud (SIS), designed to reduce poverty and to provide increased access to health services; and the Instituto Nacional de Desarrollo de Pueblos Andinos, Amazónicos y Afroperuano (INDEPA), created to coordinate regional projects and programs in support of indigenous peoples. This chapter also examines the impact of guerrilla terrorist movements and the drug trade on citizen security in Peru.
