This chapter looks at Toledo's efforts to rebuild international confidence in Peru through active participation in multinational organizations. As two indications of success, Peru under Toledo was elected to a two-year term on the United Nations Security Council, and when he left office, Peru was scheduled in 2008 to host the sixteenth summit of the Asia-Pacific Economic Cooperation (APEC) forum and the fifth biannual summit of heads of state and government of the European Union, Latin America, and the Caribbean (the EU-LAC Summit). President Toledo also succeeded in strengthening bilateral relations with the United States and a host of Asian and European states.
