This chapter explores the changes to the membership composition of the Hong Kong Special Administrative Region (HKSAR) Legislative Council (LegCo) and outlines how these changes affect its performance (in terms of assertiveness). It also investigates the functions and powers of LegCo such as lawmaking, overseeing the government's performance, and approving the government's annual budget. Next, the performance of the second HKSAR LegCo is examined. The chapter then concludes that its performance was less impressive than the 1995–7 LegCo. Moreover, it elaborates why the HKSAR LegCo is unable to perform as effectively as the pre-handover LegCo. After that, the chapter shows the methods (such as amending Article 74 of the Basic Law, reforming the committee and panel systems, and strengthening the staff support system) to improve the functioning of the HKSAR LegCo in the future.
