This chapter focuses on the telecom market structure of Laos. The “New Economic Mechanism” (NEM) allowed for the entry of foreign strategic investors into the mobile-cellular market and encouraged foreign participation in joint ventures with the government in competition with Enterprise Telecom du Lao (ETL) and Lao Telecom (LTC). Shinawatra (Thailand) was the first, being granted a licence in 1993 to operate a GSM mobile network in Vientiane, and then formed the government joint venture Lao Telecom (LTC) in 1996. Overall, Laos has benefited from the partial privatization of the LTC and from the opening of the mobile-cellular market.
