Although governmental miscommunication is not necessarily more common than miscommunication experienced in health care or law, governmental problems with bureaucratese and officialese are more significant, since official documents become available to all members of the society. As such, several efforts have already been made for redesigning governmental letters and forms and plain-language movements and other such actions are attributed with increased popularity. However, these efforts at plain language have proven to be generally disappointing. This chapter presents a framework that can be used in making all governmental letters and forms available and readable to all citizens. It first provides an explanation regarding document quality and document design in governmental communication and illustrates how these are applied in research.
