This chapter provides introductory reports of the administrative officers who served in the Southern Administrative District in Hong Kong. It notes that the administration of the New Territories was wholly in the hands of the District Officers, North and South, the portion lying south of the Kowloon Hills and including all the islands around being under the District Officer South, and the area north of the hills under the District Officer North. It contains various accounts of the administrative officers' detail in their work, which involved trips/visits to the villages on Lantao Island. It notes that to the villagers in the Territory the District Officers were the Government.
