This chapter focuses on the Pan-Pearl River Delta (Pan-PRD) cooperation framework. The purpose of Pan-PRD cooperation is to create a fair, open, and competitive market environment and to strengthen collaboration on infrastructure, tourism, and environmental management. This chapter argues that the effects of this framework are reduced by several constraints and proposes three steps to producing a better cooperative system: the establishment of clear objectives and incentives, the improvement of organization structure and implementation mechanisms, and the development of mechanisms for conflict resolution.
