This chapter examines former U.S. President Gerald Ford's efforts to enlist Americans in a crusade to fight inflation and conserve energy. It explains that while the surtax was the pillar of Ford's anti-inflation program, public involvement and voluntary effort were supporting elements. This was the conclusion of the economic summitry, that American citizens needed to play an active role in the fight against inflation. But what began as an idealistic effort grew mired in controversy, criticism, and powerful economic forces.
