This chapter discusses attempts to form a new containment strategy. Containment was considered as the standard for foreign policy at the time. Anticommunism had provided an intellectual structure to foreign policy during the Cold War. After the Cold War ended, anticommunism left an imposing political legacy. The U.S. officials attempted to fashion a new security strategy but failed. Even George W. Bush tried to create a new strategy, but even as he left office, the replacement for containment had yet to be found.
