Chapter 7 analyzes efforts to reach agreement in talks between Stalin and Molotov, on the one hand, and Western representatives on the other, during August. The talks came to center on lifting the blockade in exchange for withdrawal of the Western currency in Berlin and its replacement, under four-power controls, by the Soviet-zone currency. By month’s end, the talks appeared close to success, and the military governors in Berlin were instructed to work out the details. Meanwhile, the US Air Force sent an airlift expert, General William Tunner, to take command of the US airlift in Germany. He introduced a variety to steps to improve efficiency and increase deliveries into Berlin.
