This chapter describes pension reform in Romania. The chapter is organized as follows. Sections 13.2 through 13.3 review the prereform situation, focusing on initial economic and demographic conditions and on the characteristics of the social security system in 1996. Section 13.4 describes the political economy of the process. Sections 13.5 through 13.7 sketch the architecture of the new public and private systems. Sections 13.8, 13.9, and 13.10 analyze the budgetary, economic, and financial effects of transition to the new system, while Section 13.11 draws conclusions. A commentary and discussion summary are also included at the end of the chapter.
