This chapter evaluates the performance of the Australian railroad industry under various regimes. Alternative methods of dealing with railroads include downsizing by separation of activities, corporatization, privatization, and renting out the tracks to competitive service providers. No single method always works, and each method has its drawbacks. It is argued that because rail networks differ in terms of their economic characteristics and the challenges they face, it is important that individual reform packages be tailored to each network. A commentary is also included at the end of the chapter.
