This chapter explains the Japanese approach to railway reform and discusses the experience gained and lessons learned from the privatization process. The chapter is organized as follows. Section 12.2 summarizes the privatization of the Japan National Railway (JNR), explaining the impetus for privatization, the steps by which it was achieved, the restructuring options that were available at the time of privatization, and the general characteristics of this privatization. An international comparison is also presented. Section 12.3 describes how the management of the privatized Japan Railways differs from that of the former JNR. Section 12.4 shows performance results of regional railway companies after privatization. Section 12.5 considers several policy issues related to rail restructuring. Section 12.6 outlines important points related to rail privatization policy, keeping in mind the situation of developing countries. Two commentaries are also included at the end of the chapter.
