Literally thousands of fiscal decisions in the United States are available for analysis, enough to paint a fairly clear picture of the initiative's consequences. Assembling these data was a time-consuming process—most of it had to be done by hand—but the real trick is figuring out how to sort through this blizzard of information. This chapter describes the strategy used to examine the data, an approach grounded in a body of theory developed in economics and political science. It begins by reviewing the relevant theory, and then highlights its implications for empirical analysis. After this, the empirical model is stated and various econometric issues are described in some detail.
