This chapter examines “legends” about Japanese government guidance to businesses. It reviews literature on the power of the Japanese government and outlines how Japanese courts treat bureaucratic intervention and how the government regulated this. This chapter also discuss the loan program and limits on foreign exchange transactions that the government purportedly used to enforce its will. The analysis reveals that the Japanese government never seriously guided or intervened in the Japanese economy.
