This chapter discusses the different style of inquiry used by Charity Organization Society social workers for those whose capacity to feel shame about their need marked them out as immediately deserving of welfare assistance. Inquiry officers developed a form of social work for those they believe “feel their position.” For these types of clients the social workers simply took their clients at their word, trusted them to interpret and understand their situations, and relied on them to carry out plans.
