Joint Reviewers are the central regulators of social services authorities in England and Wales. This article explores how reviewers arrive at their judgements about the performance of social services authorities and how these authorities respond to Joint Review reports and recommendations. It also offers a framework for evaluating the costs and benefits of Joint Reviews which enables us to appreciate the ambivalence which local authority staff harbour towards their central regulators.
