This chapter considers the problem of cross-border capital flight from countries with relatively more developed economies and protective labour law to their relatively less developed and protected neighbours. Focusing on the Middle East but offering an analysis with implications for other contexts of intraregional inequality, the discussion concludes that there may be brighter prospects for successful labour regulation in local efforts (co-operation between neighbouring towns, cross-border interest group coalitions) than in supra-national approaches.
