The world is at the crossroads of an opportunity. But where do we stand vis-à-vis migration governance—as a global community and as nation states? The state of play on international migration governance at a global level from the ICPD held in 1994 to the HLD on international migration in 2013 has been characterized by some convergence and other areas of divergence. International migration needs leadership at the global level. There is a need to understand the fields of action—the policies of nation states—to assess whether and where such leadership might emerge from. In doing so it is equally necessary to analyse the counterfactual to change—what would happen if we were to carry on business as usual?
