This chapter examines how the United Nations Environment Programme (UNEP) contributes to global ocean governance through its Regional Seas Programme. It first provides an overview of UNEP’s mandates on oceans and seas before discussing its Regional Seas Programme, highlighting the importance of Regional Ocean Governance mechanisms for the sustainable management of the oceans and seas. It then cites several examples of activities that UNEP conducts with the Regional Seas programmes to develop integrated regional policies and strategies and shows how Regional Seas programmes help promote integrated ocean management. The chapter also describes activities related to the conservation of marine biological diversity of the areas beyond national jurisdiction and concludes with an assessment of challenges that the UNEP Regional Seas Programme faces.
