Abstract

This article locates the EU’s approach to trade-plus agreements by making connections to particular aspects of European history. In looking at the historical dynamic between free trade and protectionism, it focuses on free trade as a tool of Empire, the nature of the European project, and the rise (and possible fall) of neoliberalism within the EU institutions.
