This chapter examines how communities can be mobilized through fear of the evil enemy. It examines the witch craze that took place in western Europe in the 16th/17th centuries, and at the less well-documented vampire epidemic that arose in eastern Europe in the 18th century. It takes it lead from Rousseau's view, that it was not important whether or not vampires existed – it was more important to understand how the idea of vampires was used to compete for power by the religious authorities.
