Implementation of an agreement often is more difficult and requires longer than the negotiations themselves. Pardew’s confrontation with a paramilitary group during US sponsored police training leads to a verbal clash with the Prime Minister. Macedonian nationalists unsuccessfully try to use the attacks on the US in September 2001 to undermine the Ohrid Agreement. The international community prevents a dangerous return of Macedonian police to sensitive areas. Ultimately, most of the Ohrid Agreement is implemented although difficult ethnic tensions remain in Macedonia.
