The transfer of state resources through loans, grants, or provision of goods, from more to less developed countries, for development or emergency relief purposes. This can be done on a bilateral basis, or through multilateral bodies such as United Nations agencies, the European Economic Community, or World Bank. From the 1970s it has increasingly been queried as a means of promoting economic growth.
