As in other instances of Soviet deployment, the formal framework for “Operation Kavkaz” – the 18th Air Defense Division with headquarters in Moscow, reporting directly to the Chief of General Staff – was officially created only after the formations themselves were assembled and partly dispatched. This helped to conceal the intervention from US intelligence until it was detected on the ground following the sealift and stationing of Soviet-manned SAM-3 batteries. Despite his back-channel connection to Moscow, Kissinger was blindsided by the Soviet move and had to acquiesce in the Soviet presence so long as it was not acknowledged.
